The Ohio Department of Development (ODOD) offers several programs to help low-income Ohioans pay utility bills and improve energy efficiency of their homes. The Home Energy Assistance Program (HEAP) and the Winter Crisis Program (WCP) are currently available to Summit County residents. The WCP will prevent disconnection of utilities during the Winter months for low income families.

Residents may phone the appointment line at 1-866-504-7400 to schedule an office appointment at Akron Summit Community Action. Walk in assistance will be available on Mondays only for WCP at 670 W. Exchange St., Akron, Ohio (priority given to utilities in an off status). Residents may also apply for the Percentage of Income Payment Plan (PIPP) or the Home Weatherization Assistance Program (HWAP).
